The Reserve Bank of Australia has moved to update regulation of the nation’s ATM network, varying the Access Regime for the ATM System to align with a new industry standard due to take effect from 1 October 2025.
In its notice, the Bank said: “On 17 September 2025, the RBA decided to vary the Access Regime for the ATM System (the Access Regime) with effect on 1 October 2025. The purpose of the variation is to accommodate the replacement of the associated industry-administered ATM Access Code with a new ATM Access Standard. The amendments to the Access Regime are minor and do not change its substantive requirements.”
The change clears the way for the industry’s ATM Access Code, overseen by Australian Payments Network (AusPayNet), to be replaced by a new ATM Access Standard. AusPayNet has published details of the new standard at auspaynet.com.au/standards/ATMaccess.
The Access Regime, first implemented as part of the 2009 ATM reforms, sits alongside industry arrangements and is intended to support competition and access in the network.
